Why Poland needs a local partner
Packaging EPR in Poland is run through BDO, the national database on products, packaging and waste management kept by the marshal offices of the voivodeships. In practice, foreign producers meet the following hurdles:
- Entry before the first sale. A producer placing packaging or packaged products on the Polish market needs a BDO entry before it starts selling. There is no quantity threshold.
- Polish-language system and Polish login. BDO operates in Polish and is accessed through the Polish national login service. A company without a Polish presence usually acts through a local representative or proxy.
- Recurring obligations. An annual registry fee is due by the end of February, and the annual report on packaging placed on the market is filed in BDO by 15 March of the following year.
- Recycling targets. The producer either contracts a Polish packaging recovery organisation or meets the recovery and recycling targets individually. A shortfall is settled with a product fee.
- A changing framework. A new Polish act on packaging and packaging waste, implementing the PPWR (draft UC100), is in the legislative process and will change the national EPR scheme.
Registration in Poland can take several months when documents are incomplete. Preparing the file locally, in Polish and in the right format, is what shortens that time.
What we do for partners
- BDO registration and updates for producers placing packaging and packaged products on the Polish market.
- Annual reporting and record keeping in BDO, based on the data you or your platform already hold.
- Recovery organisation contract with a Polish packaging recovery organisation, or support for individual compliance.
- Authorised representative for EPR in Poland for producers without a Polish establishment. Available on request; a new mandate is set up in about two weeks.
- PPWR support: producer and manufacturer roles, technical documentation, recyclability assessments under Article 6 PPWR and labelling.
- Regulatory updates on Polish EPR and the UC100 draft, explained in English for your team.
Note on the authorised representative: under Article 45(3) of Regulation (EU) 2025/40 (PPWR), applicable since 12 August 2026, a producer making packaging available in a Member State where it is not established appoints an authorised representative for EPR there. EU institutions are negotiating a temporary suspension of this obligation for producers established in the EU (Commission proposal COM(2025) 982). The proposal does not cover producers established outside the EU. We inform clients and partners about the status of this procedure before a mandate is signed.
How we can work together
- Local delivery partner. Your platform or service sells to the client; we carry out the Polish registration and filings under your process, per compliance unit.
- Two-way referrals. We refer Polish producers selling abroad to you, and you refer producers entering Poland to us. Each client signs its own contract.
- Direct service. A producer from outside Poland signs a contract with us for the Polish market.
We do not publish a price list. A quote depends on the number of producers, waste streams and the scope of filings, and is prepared individually.
